Add parametric DMD time windowing example

This adds a parametric time windowing DMD example with the option to supply a varying rdim for each window.

The windows_rdim.csv file should include only the rdim values, one per line, in the same convention as the rest of the input files.

It is then possible to read this input the same as the other input files using the CSVDatabase. Though this is a minor nitpick and not a critical change.
