This PR only involves changes in the CI:

  • updates uberenv submodule
  • updates radiuss-spack-configs submodule
  • updates radiuss-shared-ci to latest release (use components in follow up PR)
  • Use spack 1.0.2
  • Update CI jobs to remove old workarounds
