Summary

  • This PR is an update.
  • It does the following:
    • Updates ATS version to allow us to use python 3.12+

ToDo :

  • Annotate RELEASE_NOTES.md with notable changes.
  • Create LLNLSpheral PR pointing at this branch. (PR#187)
  • LLNLSpheral PR has passed all tests.

The CI is running again but all that changed was the release notes so this can be merged without the CI.
