chore: revisit `Fee` - `Balance` - `Gas` - `Cycles` aliasing

@jonesmarvin8 had several comments about aliasing too, and the fees spec has numerous cases about the types of u64 / u128 to be used around the place, so we may revisit the aliasing at a later time.
