LP-0002: Private M-of-N governance
Commons provides a native Basecamp interface and LEZ program for private threshold approval of an integer parameter change.
The native 2-of-3 flow completed the change from 100 to 125. The original executed policy and its separate on-chain consumer were rechecked at block 4744.
Draft pending the builder-narrated video. The solution also records the pinned API's consumed-CU limitation. Existing guest-cycle measurements, public receipts and real-proof CI are linked separately.

The repository includes an executable demo.sh, Basecamp module.json, SPEL .idl.json files, and MIT/Apache-2.0 license texts. The shell entrypoint and metadata passed thirteen local checks before publication. The deployed programs and RC2 binaries are unchanged.
Tooling CI, portable/native CI, and the real standalone proof run are linked in the solution with their source revisions. No new proof was run for submission preparation.
This PR adds only solutions/LP-0002.md. The other Commons primitive is a separate on-chain program and submission; Kite/LP-0008 is a different project.
