LP-0003: Private allowlist registration

Commons provides a native Basecamp interface and LEZ program for private allowlist registration.

The two reference distributions were rechecked at block 4744: ten distinct accepted claims each, twenty total. A separate private claim and duplicate refusal were demonstrated in the native UI.

Draft pending the builder-narrated video. The solution also records the pinned API's consumed-CU limitation. Existing guest-cycle measurements, public receipts and real-proof CI are linked separately.

The repository includes an executable demo.sh, Basecamp module.json, SPEL .idl.json files, and MIT/Apache-2.0 license texts. The shell entrypoint and metadata passed thirteen local checks before publication. The deployed programs and RC2 binaries are unchanged.

Tooling CI, portable/native CI, and the real standalone proof run are linked in the solution with their source revisions. No new proof was run for submission preparation.

This PR adds only solutions/LP-0003.md. The other Commons primitive is a separate on-chain program and submission; Kite/LP-0008 is a different project.
