More fixes and improvement

Added normalization by side-band option.
Code improvement and bug fixes.

Fixed several bugs that could occur in some specific cases.
Also added a signal_eval field to the BumpHunter class.
Also a few typos in the docstrings were corrected.

pip installable version

The packaging issues have been fixed.
Now everything should work.

First pyBumpHunter update !

The objective is to have a clean version and a pip installable package that works as expected.

pyBumpHunter first release !

This release is mainly to test the CD workflow.
Update to setup.py and setup.cfg.
