This is the first step towards adding UTF-8 capabilities to LuaJIT. I'm adding the PR now to get the conversation going.
So far, this is equivalent to the Lua 5.3
utf8module, should be complete and fully compatible (a large part of the code is only slightly adapted from Lua). I haven't done any JIT optimization yet, so all these functions would fall squarely in the NYI list.The included tests pass on Lua 5.3 and try to be very specific, to assure compatibility.
