v2.0 - Pull request comments

New comment-on-pr input. When enabled, the action posts (or updates) a comment on the pull request listing all files not covered by CODEOWNERS, including coverage percentage. If a previous comment exists and all files are now covered, the comment is updated to reflect 100% coverage instead of leaving outdated information.
