Refine SDKs/server-side libraries setting copy and add organisation block list example text, PG-5323

Description

Follow-up to #186, refining settings copy based on UX review feedback:

• The "Block tracking requests from server-side libraries" setting is renamed to "Block traffic from SDKs and server-side libraries". Its help text now clarifies that the option is only meant for sites tracked via the JavaScript Tracker or Matomo Tag Manager, and must not be enabled when tracking data is sent through the Matomo PHP/Java/Python/Android/iOS SDKs or other non-JavaScript libraries. Only the "Note:" label is bold, matching the organisation block list help text.

• The organisation block list textarea now shows example text ("Cloud Hosting Provider A" / "Cloud Hosting Provider B") while the list is empty, matching the example IPs shown by the IP allow/block list fields.

Since the label and help text changed meaning, they are introduced as new translation keys instead of editing the existing keys in place, so existing translations of the old wording are not shown for the new text.

No version bump: this rides along in the unreleased 5.2.0.

Steps to Replicate the Issue

1. Go to Administration → General settings → TrackingSpamPrevention.
2. Check the label and help text of the "Block traffic from SDKs and server-side libraries" setting.
3. Enable "Block tracking requests from the cloud" and clear the organisation block list to see the example text.
