ci: disable simulator build on master

The simulator build (RUN_SIMULATOR) fails on master because it compiles
against shared f407-discovery generated headers that lack mazduino's
added config fields (fuelDensity, DFCO switch, analog multi-switch), and
its output_channel_reader references readCanVirtualInput which is gated
behind EFI_GPIO_HARDWARE (off for the simulator). mazduino distributes
custom boards only and bundle.mk already excludes the simulator from
custom-board bundles, so set sim=false. Board and unit-test builds are
unaffected (unit tests define EFI_GPIO_HARDWARE=TRUE).
