Following the frontmatter approach discussed in #417, this adds a structured README to the aco_tsp example with YAML frontmatter for machine-readable metadata.
This builds on PR #383 (which fixed the FileNotFoundError in this example) by adding proper documentation structure.
Frontmatter fields included: title, authors, domain, complexity, mesa_version_min, status, keywords.
