add wehooper4 SolarXiao builds

wehooper4 boards are a popular board, especially for building repeaters. although they are based on the Seeed Xiao, they have special requirements

@lincomatic I've created a PR to your fork that simplifies a bit. We keep the xiao_nrf52 board, but simply add variants for the solarxiao.

All the other code is unchanged, this will avoid having to update everything in two places in future.

Sorry, no. And it's up in a tree so I can't easily check it right now. I bought it last year in early August, if that helps.
