This PR adds a NuGet downloads badge to the README.md file to display download statistics for the Microsoft.Agents.A365.DevTools.Cli package. The badge follows the same format and style as the existing badges (Build Status, License, and .NET Version).
- Added NuGet downloads badge with correct package ID and shields.io format
