feat: Implementation of Configurable Logging Control via Flag

Purpose

• This pull request introduces configurable Azure package logging levels to both the backend API and processor services. The main goal is to allow fine-grained control over logging levels for specific Azure-related packages via environment variables and configuration, improving observability and debugging capabilities. The changes include updates to infrastructure templates, environment examples, configuration classes and logging initialization logic.
