Add support for Translator Text API 2026-06-06 #2693

SynapseML's text Translator transformers currently hardcode api-version=3.0 and use the v3.0 request and response schemas. Azure Translator Text API 2026-06-06 is now the latest GA version, but it isn't backward compatible with v3.0.

For example:

• Translate sends target languages as the v3.0 to query parameter and serializes the body as [{"Text":"..."}].
• The common text request builder and other Translator operations also hardcode api-version=3.0.
• Response types such as TranslateResponse and TransliterateResponse represent the v3.0 response shape.
• Methods including Detect, BreakSentence, Dictionary Lookup, and Dictionary Examples aren't available in API 2026-06-06.

As a result, users can't opt into the latest GA Translator API or its new capabilities through SynapseML by changing a version parameter. Changing only the version string would break request serialization, response parsing, and unsupported operations.

Describe the solution you'd like

Add explicit, version-aware support for Translator Text API 2026-06-06 while preserving existing v3.0 behavior for backward compatibility. The implementation should:

• Provide a supported way to select API 2026-06-06, or introduce version-specific transformers if the contracts differ too much for one class.
• Implement the 2026-06-06 request schema, including inputs and translation targets.
• Implement the wrapped value response schemas for supported operations.
• Support the 2026-06-06 Translate, Transliterate, and Languages operations.
• Prevent or clearly reject v3.0-only operations when 2026-06-06 is selected.
• Add request-building, schema, serialization, and response-parsing tests for both versions.
• Document the compatibility and migration behavior.

This request doesn't assume a retirement date for v3.0; it tracks support for the latest GA API and its new functionality.
