[Hub apps] Move file uploads to hub-storage

🛠️ Description

• Moved file upload code from Copy-FileToAzureBlob.ps1 to Upload-StorageFile.ps1
• Added file uploads to the hub-storage module
• Change the hubs namespace to Microsoft.FinOpsHubs
• Fixed a few minor bugs
