Addresses review feedback on #1486 to add proper documentation and clean up invisible characters in the PowerShell test recording script.
Changes
The script now includes proper PowerShell metadata (shebang, copyright, version requirements) and documents its workflow: locate assets via test-proxy, process recording to remove consecutive InProgress entries, and push updated recording back.
