- remove vendored GauXC version and provide link to skala branch in GauXC repo

Pull request overview
This PR removes the vendored GauXC version from the repository and updates documentation to point to the external GauXC repository's skala branch.
Changes:
- Removed entire vendored third_party/gauxc/attic directory containing CUDA and HIP device code implementations
- Updated README to reference the GauXC repository instead of local vendored code
- Added SPDX license identifiers to files that were missing them
- Updated NOTICE file to include PyTorch Scatter attribution
