Purpose

Clarifies the Decision Evidence Portability Specification after comparison with Credo AI's Agent Governor and Agent Governance Configuration work.

Changes

• advances the working specification to v0.1.1
• defines DEPS as a cross-regime assurance and decision-evidence specification
• excludes runtime governor design and policy compilation from scope
• replaces policy-to-configuration framing with runtime-control-to-evidence traceability
• adds Credo AI as adjacent work
• defines the interoperability path from external obligation through control event to assurance claim
• revises the acceptance condition to require traceability across controls, enforcement events, and resulting evidence artifacts

Boundary

Credo AI addresses harness-level runtime governance. DEPS begins with the resulting control event and decision record, then tests what the institution can prove across governance regimes.
