Allow specifying buildkitd configuration as env variable

### Description

For various reasons (mostly gitlab CI restrictions) it would be lovely if I could set `--config /path/to/buildkitd.toml` as environment variable. Is there any interest in supporting that, if so I could try myself at a PR.
