Removes these CLI flags that are not in V28.2 code:
--disable_ascending_bootstrap (removed in V28.0)
--disable_ongoing_telemetry_requests (removed in V28.0)
--debug_dump_online_weight (was renamed to --debug_dump_trended_weight)
Adds undocumented CLI flags:
--disable_large_votes
--skip_consistency_check
--debug_verify_profile_batch
Fixes wrongly named --debug_account to correct --debug_account_versions
