Description

In recent time fetch data from nilearn For example, with:

requests.exceptions.SSLError:
HTTPSConnectionPool(host='www.nitrc.org', port=443):
Max retries exceeded with url:
/frs/download.php/8470/pheno_nki_nilearn.csv
(Caused by SSLError(SSLCertVerificationError(1,
'[SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed:
certificate has expired (_ssl.c:1000)')))

This PR moves changes prefetch to use data stored on data.napari.org
