Backporting relevant parts of #2443 to 5.26 as the previous deprecation has been removed from 5.26.9

To make it consistent with the main website page.
Change the `--array-delimiter` example to be set using the code point
for the character `|` (the same used before, so we don't need to change
the CSV content).

This was based on a user feedback, that it was not clear from the
examples that they could have used (and how they could have used)
unicode code points to set the delimiter to arbitrary characters,
including non-printable ones.

This is to avoid confusion, since we *don't* support passing the
delimiter with the `0x` prefix.

There is a known situation in which a previously `DEALLOCATED` offline
server will transiently show as `DEALLOCATING` when restarting. In
short, it doesn't know it has had it's user databases allocated away so
starts them up, but it will eventually go back to `DEALLOCATED`. This PR
makes this clear and updates the server state diagram.

Removing `a` in the table header (see line 44 in the PR neo4j#2212) led to
the formatting issues: lists and code blocks are not rendered as they
should be.
This PR fixes those issues
When we moved content around, we lost labels (introduced and deprecated)
that are meaningful for the Neo4j 5.x series.

I restored labels based on

neo4j#2408)

Clarify that CSV imports empty lists as null whereas Parquet handles
empty as empty.

The recreate procedure in the 5.x version can also be applied to a
standalone database. Therefore, we need to move it to a separate page
under the _Database administration_ section, as it has already been done
in the current docs (see the `main` branch). See PR neo4j#2367.
