Proposed changes

This commit moves an erroneously placed folder from the website docs folder into a new docs folder at the root of the repository.

It is internal documentation, matching the structure of NGINX Gateway Fabric's folders, used for similar purposes.

@vepatel I can address the linting in my follow-up PR for removing docs artifacts and configuration.
