What is the current behavior?

Currently, the latest angular version cannot be used with ng-effects, due to hard dependency to angular @angular/router@"15.1.4.

What is the new behavior?

Updated nx workspace & other dependencies to (temporary) resolve installation issues with latest angular 15.2.6.
