chore: Install template-oss

This PR installs template-oss to api-documentation repo. It adds the following configurations

1. Customized ci.yml, publish.yml and dependabot.yml
2. Remove testing for ci.yml
3. Remove ci-release.yml, release-integration.yml, and release.yml as these are specific to releasing packages
4. ci.yml: Linting only
5. publish.yml: Build and deploy to Github pages, a draft link will be generated if the deployment is from a commit in the PR
6. dependabot.yml: Apply the same customization to this workflow as npm/documentation
7. Exclude /api from gitignore
