[14.0][ADD] mgmtsystem_hazard_risk_extension

Summary

• Add mgmtsystem_hazard_risk_extension.
• Make hazard risk computation descriptions translatable.
• Provide Catalan and Spanish translations for the stock formulas that use Usage.
• Clear the target formula translation rows before reloading module translations so stale translations on dependency-owned noupdate records do not survive.

Validation

• pre-commit run --files ... on the added addon and setup package.
• Local install, relabel, uninstall, and reinstall lifecycle validation on a dedicated test database.
