Match the HA Voice PE LED Ring initial state: a light blue (red 9.4%, green 73.3%, blue 94.9%) at 66% brightness, in the core LEDLightEntity default and the ReSpeaker example.

A small addition to #5. Defaults the peripheral LED light to the HA Voice PE LED Ring color: a light blue (red 9.4%, green 73.3%, blue 94.9%) at 66% brightness, in the core LEDLightEntity and the ReSpeaker example. It was pushed just after #5 was squash merged, so it missed the merge.
