[CI] add basic ci

Summary
Adds GitHub Actions CI, CodeQL scanning, Dependabot, and PR labeling/templating — the repo currently has no .github/ directory at all, so nothing runs on push or pull request today. This gives main a green-check gate before branch protection can be turned on.

Five workflows plus four config files, all new.
