Push OCI images to more registries

Currently, openbao-plugin pushes to:

• ghcr.io

openbao pushes to:

• ghcr.io
• quay.io
• docker.io

Should openbao-plugin also push to these additional two registries, or is ghcr.io enough?

There's been some prior discussion on Zulip.

TL;DR: Someone has to manage the repos. I suppose it's worth it if we receive several requests for alternative registries together with reasoning as to why ghcr.io only is insufficient?

I don't particularly care, I am fine with a single registry. I just noticed the difference.
