Add openclaw-memory skill

Three-subsystem memory architecture for OpenClaw:

1. ALMA -- Meta-learning agent with SQLite persistence and Gaussian mutations for hyperparameter optimization
2. Observational Memory -- LLM extraction supporting OpenAI/Anthropic/Gemini with structured observation format
3. Memory Indexer -- FTS5 full-text search with semantic search scaffolding

Features

• Cross-platform database abstraction (better-sqlite3 + sql.js fallback)
• Auto-hook middleware for request interception
• Web dashboard on localhost:9091
• Multi-provider LLM support (OpenAI, Anthropic, Gemini)
