8369078: Fix faulty test conversion in IllegalCharsetName.java

This PR corrects two instances of Charset.isSupported which were inadvertently converted to Charset.forName in test/jdk/java/nio/charset/Charset/IllegalCharsetName.java during JDK-8369078.
