Fix CI: update Go setup to use go-version-file instead of hardcoded v…

The CI workflows hardcoded Go 1.22.5, but go.mod requires Go 1.25.0.
This mismatch causes `go: no such tool "covdata"` during test coverage
instrumentation. Use go-version-file to derive the version from go.mod,
matching what oadp-1.5 already does. Also bump actions/checkout and
actions/setup-go to current versions.
