parseLocation returns LatLng | LatLng[], so accessing .lat/.lng directly caused TS2339 errors. Added Array.isArray check with type predicate.

This PR adds support for automatically assigning tags to new resources based on location.
Tags can now be linked to polygons on the map and are applied depending on whether a user clicks inside or outside a polygon. This makes it possible to assign different tags based on a user’s location.
Polygons can also be hidden from the map, allowing them to be used solely for location-based tagging without affecting the visual map display.
In addition, polygons can now be configured per widget (such as an enquête, choice guide, or resource form). Each widget can have one or more polygons.
