This PR removes the sequential reachability handler and makes the concurrent reachability handler, the current default implementation, the only one.
RunReachabilityHandlersConcurrently
option was deprecated in 24.0. This option was introduced to simplify migration to GraalVM 22.2 by keeping the old sequential reachability handler around as a fallback. No user should depend on it.
