Reviewed and verified locally against current main. Patch bump of the Tauri JS API.

Keeps the three places Tauri versions live in step — @tauri-apps/api 2.11.1, @tauri-apps/cli 2.11.4 (#266), tauri crate 2.11.2. Same minor throughout, which is what Tauri asks for.

Unlike the CLI bump, this one is covered by CI: @tauri-apps/api is what the renderer imports, so the desktop unit suite and the Playwright protocol journey both exercise it.

Verified locally: typecheck, lint, format, docs clean; 1672 tests pass, 19 skipped.
