distro/rhel: set default_kernel to kernel-core on Oracle Linux 9 - #2753

Oracle Linux's /usr/lib/kernel/install.d/20-grub.install has a condition that compares the absolute names between kernels and doesn't update the default kernel entry when `kernel-core` is updated. The RHEL version of the script strips the `-core` suffix so this was never an issue there. Thanks to Simon for digging into this. Fixes osbuild#2752

I verified that Oracle manifests are affected by this change, but we don't maintain checksums for those. |
