Bump payjoin-mailroom version to 0.1.2

Cut the payjoin-mailroom 0.1.2 patch release. Bumps the crate version
0.1.1 → 0.1.2 and updates the tracked Cargo-minimal.lock /
Cargo-recent.lock to match.

Part of #1675.
