Effectively just allows the retrieval of raw file contents from an S3 bucket and folder location, to allow the displaying of device/instrument config files.
Has a respective UI branch in the pixelise ui, features/instrument-config-ui branch.
**Uses go 1.25 (the full release, not develop), which is why the generated protos have small differences and balloons up the commit size
