Add pg_stats value distributions to the workload bundle - #136

For each column declared under database.workload.distributions, collect reads the most common values and their frequencies from pg_stats. finalize writes them to distributions.json. Values ship verbatim unless hash_values is true. init checks that the capture role can read each declared column and prints the GRANT when it cannot.

Adds distributions.json to the workload bundle: the pg_stats most common values for each declared column. Ported from the dev repo.
