Adds Aurora Serverless ACU capacity and Aurora cluster storage from one CloudWatch GetMetricData call per region. The IAM policy needs cloudwatch:GetMetricData in place of cloudwatch:GetMetricStatistics. Ported from the dev repo.

Tests: 1511 passed, 11 skipped. flake8, black and mypy pass.

The AWS analyzer reads CloudWatch metrics for each RDS instance and
Aurora cluster in one GetMetricData call per region. db.serverless
instances record their ACU range and the memory it gives. Aurora
clusters record VolumeBytesUsed. The IAM policy needs
cloudwatch:GetMetricData in place of cloudwatch:GetMetricStatistics.
The AWS and GCP analyzers now report their error and warning counts in
metadata.
