This is a slim, cli only version of the pre-existing ica image.
also flagging a typo in the ica entry in images.toml which lists version = 2.38.0, while the Dockerfile has VERSION=2.30.0. 2.30.0 is correct -> 2.38.0 gives error when attempting to download.
