Makes AI spending a first-class control in Praxis.

This proposal defines Tokenomics: the allocation and enforcement of budgets and rate-limits based on inference tokens.

This is not meant to be implemented immediately upon completion, thus the status is still proposed and several graduation criteria remain. This is meant to be an iterative step in a direction.

Note: This refines the previous token-based rate-limiting design and merges that in.

Summary by CodeRabbit

  • Documentation
    • Added a Tokenomics proposal describing tenant token budgets, weighted usage costs, request and token rate limits, hard or soft enforcement, alerts, and usage reporting.
    • The proposal also covers tenant identity, budget allocation and renewal, usage estimation and settlement, and policy validation.
    • Removed the prior token rate-limiting proposal.

This is a design proposal and does not change product behavior today. A few contract gaps should be closed before implementation begins: how it works alongside the existing rate-limit filter, how store backends are validated, how streaming usage is normalized, and how usage events are named. The document can be merged with these tracked as follow-ups.
