Changes: user can change language from any page

As stated in the linked issue, I think we might need to think through several options of what the design for this could look like before it's ready for a PR! While the suggested approach in this PR is pretty straightforward, I'd like to explore other ways we could arrange the navigation bar (such as maybe nesting some items under a dropdown list, changing certain elements like the "Back to Editor" button, etc) before moving forward.

Since the issue isn't ready for work yet, I'm going to close this for now. I'm sorry that we couldn't get this one in, but please feel free to suggest this design in the original issue and why you feel like it might be a good approach!
