Split from #604.
Preserve template expressions used by partial struct and function specializations until their remaining parameters become concrete. Rewrite concrete value and type bindings, recurse through nested regions, ignore unrelated expressions, and diagnose used concrete expressions that cannot fold.
Covers partial-to-full paths plus failure and opposite branches.
Validation:
CI
