Upgrade terraform-provider-google-beta to v6.20.0 (#2965)

This PR was generated via `$ upgrade-provider pulumi/pulumi-gcp
--kind=all --target-bridge-version=latest --target-version=6.20.0`.

---

- Updating Java Gen version from 1.1.0 to 1.3.0.
- Upgrading terraform-provider-google-beta from 6.19.0  to 6.20.0.
	Fixes #2964
