This PR includes the initial setup and key enhancements for the PyCons-Site package:
Complete project setup, including core structure and sub-apps for managing conference functionalities.
Management command to copy templates and static files into the host Django project.
Simplified installation process requiring only pycons-site in INSTALLED_APPS.
