This PR rebrands the blackout hours dashboard item to "Power shortage"
It also adds a new table to the dashboard item which shows shows information about the volume, peak capacity and duration of power shortages.

Texts are looking good. Note: there are still some labels for "blackouts", for example for the sankey_electrical_interconnection has the label "blackouts" for hv_shortage. It would be good to change this.

@kaskranenburgQ now that you've renamed the dashboard query to dashboard_power_shortage_hours, there still are some places where the old query is referenced, for example in the scenario tools docs, or in the scenario reports on ETModel.
