fix(tests): set core.hooksPath locally in test_hooks.py

What

Sets core.hooksPath to .git/hooks locally when initializing temporary mock repositories for tests in test_hooks.py.

Why

Tests in test_hooks.py dynamically initialize dummy Git repositories to test installation and execution of Git hooks. If the host environment has a global core.hooksPath configured (which tools like pre-commit often set), the local .git/hooks directories within the temp repositories are bypassed, causing tests like test_end_to_end_post_commit_runs to fail.

Risk

Very Low. This change is entirely restricted to the test suite (_init_repo function) and merely isolates the mock repositories from the system's global Git configuration, ensuring deterministic test execution across varying environments.
